Summary

Electrical insulating gloves follow the international standard IEC 60903 (Korea’s KS C IEC 60903). The core is the voltage class — 00·0·1·2·3·4 — with max use voltage rising from 500V to 36kV. Each class carries a color (00 beige · 0 red · 1 white · 2 yellow · 3 green · 4 orange) and a chemical category letter (A acid · H oil · Z ozone · R all three · C very low temp). In Korea, insulating gloves are a mandatory safety-certified (KCs) item.

Why only this glove is legally mandated

Most glove certifications are voluntary — a recommendation, not a requirement. Two exceptions: chemical and electrical gloves.

The reason is simple. A cut can be stitched, but electrocution ends it in one go. The hazard is irreversible. So Europe groups these gloves in the highest risk tier (CE Category III), and Korea mandates safety certification (KCs) by law. It is not a “nice to have” but a “can’t sell it without one.”

Voltage classes 00–4: the key table

IEC 60903 sorts gloves into six steps by the voltage they withstand. “Max use voltage” is the working limit; “test voltage” is the verification voltage passed in the factory.

The color is the class, which matters in the field. It is standardized internationally so a glance tells you the voltage band. Never put a red glove (Class 0) on a 10,000-volt job.

Category letters: chemical and environmental resistance

A letter may sit next to the class number. It denotes environmental resistance, not voltage.

  • A = acid resistance
  • H = oil resistance
  • Z = ozone resistance
  • R = A·H·Z combined (acid + oil + ozone)
  • C = very low temperature resistance

So Class 2 + R means usable to 17,000 volts while resisting acid, oil and ozone. Refinery and chemical-plant electrical work calls for the R rating.

The certificate isn’t enough: field checks

Insulating gloves differ from other gloves in one crucial way: performance degrades over time. A tiny crack or pinhole you cannot see still conducts electricity.

So the field uses two layers of checks. Before each use, the glove is rolled up to trap air and squeezed to find leaks — an air-inflation check.

And it is retested periodically. US OSHA (1910.137) requires an electrical retest every 6 months. Certification is a pass at the time of issue; safety is kept up by inspection.

How Korea sees it (mandatory KCs)

In Korea, insulating gloves are a mandatory safety-certified (KCs) item. The legal basis is OSH Act Article 84 and Enforcement Decree Article 74.

Detailed performance criteria live in the annex of the protective-equipment safety-certification notice (MoEL Notice 2023-64). The standard is KS C IEC 60903, adopting IEC 60903 directly.

So insulating gloves sold in Korea must carry the KCs mark to be legal. The US uses the same class system via ASTM D120 (and NFPA 70E / OSHA); AC voltages match, but DC test voltages differ, so check the markings on imports.

So how do you choose

The order is clear. First, the class matching your work voltage — read it fast by color. Second, a category letter (R, etc.) if the environment is harsh. Third, the KCs mark and a valid test history.

Insulating gloves are usually worn under a leather over-glove so the rubber is not torn.

Electrical work carries the highest cost for a mistake. An analysis of US overhead live-line accidents (IEEE ESW 2024) reported 1,254 accidents from 2010–2022 with 582 deaths — about 42% fatality. With insulating gloves there is no “this’ll probably do.” Get the class exactly right, and never skip the checks.
